In this call, we voice out the recommendations of the children who took part in the <a href=\"https:\/\/www.crcasia.org\/2019-asian-childrens-summit\/\">2019 Asian Children&#8217;s Summit<\/a> held in November 2019 in Bangkok, Thailand and in the <a href=\"https:\/\/www.crcasia.org\/crc-asia-joins-the-global-initiative-on-advancing-childrens-right-to-a-healthy-environment\/\">Global Initiative on Advancing Children\u2019s Right to a Healthy Environment: Regional Expert Consultation for East Asia and the Pacific<\/a> held in October 2019 in Bogor, Indonesia.<\/h4>\n<h4 class=\"BlogItem-title\" data-content-field=\"title\"><strong>The joint Call to Action is published on the <a class=\"Blog-meta-item Blog-meta-item--author\" style=\"font-size: 16px;\" href=\"https:\/\/www.childrenvironment.org\/blog?author=5ed955c881dce22bb339d73b\">CHILDREN&#8217;S ENVIRONMENTAL RIGHTS INITIATIVE (CERI) <\/a><span style=\"font-size: 16px;\">website the pdf version of the statement can be downloaded <a href=\"https:\/\/www.crcasia.org\/wp-content\/uploads\/2020\/07\/ADRC_Call-for-action.pdf\">here.<\/a><\/span><\/strong><\/h4>\n<div id=\"item-5ef9f808e2b6dd59a629d42a\" class=\"sqs-layout sqs-grid-12 columns-12\" data-layout-label=\"Post Body\" data-type=\"item\" data-updated-on=\"1593441210236\">\n<div class=\"row sqs-row\">\n<div class=\"col sqs-col-10 span-10\">\n<div class=\"row sqs-row\">\n<div class=\"col sqs-col-8 span-8\">\n<div id=\"block-yui_3_17_2_1_1593441222689_60533\" class=\"sqs-block html-block sqs-block-html\" data-block-type=\"2\">\n<div class=\"sqs-block-content\">\n<p class=\"\">On 1 July 2020 at the Human Rights Council&#8217;s Annual Full Day meeting on the Rights of the Child, the Children\u2019s Rights Environmental Initiative (CERI) together with the Child Rights Connect Working Group on Environment and with the support of more than 20 institutions and high-level experts from around the world, presented a joint Call to Action to the Human Rights Council demanding formal recognition of children\u2019s right to a healthy environment.<\/p>\n<p class=\"\">The following statement calls on governments to strengthen their commitments to adopt a child rights-based approach to environmental and climate-related initiatives and identifies 7 concrete measures for action.<\/p>\n<\/div>\n<\/div>\n<div id=\"block-yui_3_17_2_1_1593443082932_23061\" class=\"sqs-block horizontalrule-block sqs-block-horizontalrule\" data-block-type=\"47\">\n<div class=\"sqs-block-content\">\n<hr \/>\n<\/div>\n<\/div>\n<div id=\"block-80c3cee29295b2e69da1\" class=\"sqs-block html-block sqs-block-html\" data-block-type=\"2\">\n<div class=\"sqs-block-content\">\n<h2 style=\"text-align: center;\"><strong>Realising children\u2019s right\u00a0to\u00a0a healthy environment:<\/strong><\/h2>\n<h2 style=\"text-align: center;\"><strong>A joint Call to Action for the HRC Annual Full-Day Meeting on the Rights of the Child<\/strong><\/h2>\n<h2 style=\"text-align: center;\"><strong>June 2020<\/strong><\/h2>\n<p class=\"\" style=\"text-align: center;\"><em>&#8220;We do not need hope, we need action. The actions taken by world leaders today are those that will define them and their legacy in their future. Children and future generations are watching.&#8221;\u00a0\u00a0\u00a0<\/em><\/p>\n<p class=\"\" style=\"text-align: center;\"><em>Message to world leaders received from child via Children\u2019s Environmental Rights Initiative online poll, 2020\u00a0<\/em><\/p>\n<p class=\"\">At a time when the world is in a deep health crisis, and as children\u2019s rights globally suffer severe setbacks due to the impacts of\u00a0the\u00a0COVID-19\u00a0pandemic, attention must not be diverted from the environmental emergency that is undermining children\u2019s rights and\u00a0future prospects\u00a0around the world.<\/p>\n<p class=\"\">Each year more than 1.7 million children under the age of five lose their lives as a result of avoidable environmental\u00a0degradation, while millions more\u00a0suffer\u00a0disease, disability, and an array of other forms of harm, some of which can result in lifelong effects. Children\u2019s rights are under threat due to insufficient government measures to address\u00a0the climate crisis, unprecedented levels of biodiversity loss, exploitation of natural resources, exposure to toxic substances and waste, and widespread pollution of the air, water and soil.\u00a0Negative effects are disproportionately experienced by\u00a0girls, children\u00a0in poverty, indigenous children, children with disabilities and others in vulnerable situations, exposing them to intersecting risks\u00a0and often violating the principle of non-discrimination.<\/p>\n<p class=\"\">In light of\u00a0this, millions of children and youth across the world are calling for more urgent and ambitious action to tackle the root causes and impacts of the global environmental crisis.<\/p>\n<p class=\"\">For the annual full-day meeting on the rights of the child, Member States should ensure that children\u2019s voices are not only heard, but acted upon, by placing children\u2019s rights and best interests at the core of ambitious and concrete environmental actions and policies, including recognition of a human right to a safe, clean, healthy and sustainable environment.\u00a0 The time is ripe for action.<\/p>\n<h3><strong>RECOMMENDATIONS<\/strong><\/h3>\n<p class=\"\"><strong>1. Place children\u2019s rights at the heart of environmental policies and action<\/strong><\/p>\n<p class=\"\">A general lack of awareness of the many links between a safe and healthy environment on the one hand, and children\u2019s rights on the other,\u00a0combined with\u00a0weak political will, represent fundamental obstacles to the respect, protection\u00a0and fulfillment of children\u2019s rights\u00a0in the context of\u00a0environmental measures.\u00a0The UN Convention on the Rights of the Child (UNCRC) provides a clear normative framework for realizing children\u2019s rights through a healthy environment, but consideration of the treaty\u00a0remains largely absent from environmental or climate-related policies, laws, and\u00a0action.\u00a0\u00a0<strong>We call on States to:<\/strong><\/p>\n<ul>\n<li>Respect,\u00a0protect\u00a0and fulfill children\u2019s rights when adopting and implementing environment-related agreements, policies and action to address environmental harm including biodiversity loss\u00a0and ecosystem destruction,\u00a0pollution, exposure to hazardous substances and wastes, and climate change, underpinned by a precautionary and preventive approach.\u00a0Particular attention must be paid to the most marginalised and vulnerable children, and public resources &#8211; including regional and international development aid &#8211; must be mobilised and allocated accordingly.<\/li>\n<li>Adequately regulate businesses to ensure that they comply with all applicable environmental laws and the General Comment No. 16 of the UN Committee on the Rights of the Child, including mandatory child rights due diligence and environmental impact assessments in order to identify, prevent and mitigate their environmental impact on child rights, including across their supply chains and within global operations.<\/li>\n<li>Support and constructively engage in the further development of\u00a0authoritative guidance on children\u2019s rights and the environment, including\u00a0through a future\u00a0General Comment on Child Rights and the Environment\u00a0to be elaborated and adopted by the UN Committee on the Rights of the Child.<\/li>\n<\/ul>\n<p class=\"\"><strong>2. Recognise\u00a0the right to a\u00a0safe, clean,\u00a0healthy and sustainable environment<\/strong><\/p>\n<p class=\"\">The right to a healthy environment should be\u00a0formally\u00a0recognised by the United Nations as soon as possible. Such a step would be of\u00a0particular\u00a0relevance\u00a0to children, as well as\u00a0for\u00a0future generations, who shoulder a disproportionate share of the burden of environmental harm. It is beyond debate that children are wholly dependent on the natural environment to lead dignified, healthy and fulfilling lives, including a safe climate, clean air,\u00a0safe\u00a0water and adequate sanitation, healthy and sustainably produced food, non-toxic environments\u00a0to learn and play in, and healthy biodiversity and ecosystems.\u00a0<strong>We call on States to:<\/strong><\/p>\n<ul>\n<li>Support the\u00a0formal\u00a0recognition of\u00a0the human right to a\u00a0safe, clean,\u00a0healthy and sustainable environment\u00a0by the UN<\/li>\n<\/ul>\n<p class=\"\"><strong>3. Protect and support child environmental\u00a0human\u00a0rights defenders<\/strong><\/p>\n<p>In too many instances, the views, rights and interests of children go completely unheard in decisions on the environment, leading to adverse outcomes in terms of children\u2019s well-being and development. Furthermore,\u00a0when\u00a0acting and speaking out on environmental issues, children often face\u00a0condescension, intimidation, harassment, reprisals and even violence from authorities or corporations. Children in all their diversity must be empowered to defend their right to a healthy, safe and sustainable environment.\u00a0\u00a0<strong>We call on States to:<\/strong><\/p>\n<ul>\n<li>Take concrete action to\u00a0protect the rights to freedom of expression,\u00a0association and peaceful\u00a0assembly of child environmental human rights defenders, including\u00a0online,\u00a0by\u00a0providing a safe and enabling environment for initiatives by young people and children to defend human rights relating to the environment,\u00a0and\u00a0by promoting a positive narrative around their activities.\u00a0Pay\u00a0particular\u00a0attention\u00a0to\u00a0the rights of\u00a0girls and young woman\u00a0defending the environment.<\/li>\n<li>Increase children\u2019s awareness of environmental\u00a0issues, and\u00a0strengthen their respect for the natural environment and capacity to respond to environmental challenges, at all stages of education, including by ensuring the availability and accessibility of age-and gender-responsive information on the effects of environmental harm.<\/li>\n<li>Facilitate public participation in decision-making on the environment, with a\u00a0particular emphasis\u00a0on fulfilling children\u2019s right to be heard, including from a young age,\u00a0and ensuring that their views are given due weight in all environmental processes.<\/li>\n<li>Ensure that children have access to justice, including effective remedies for and reparation of human rights violations due to environmental harm, for example climate change and exposure to toxic substances and pollution, through child-friendly complaint mechanisms at all levels, including by ratifying the Optional Protocol to the Convention on the Rights of the Child on a communications procedure.<\/li>\n<\/ul>\n<p class=\"\"><strong>\u00a04. Address the climate crisis<\/strong><\/p>\n<p class=\"\">The climate crisis is a children\u2019s rights crisis. Yet, just\u00a020\u00a0per cent\u00a0of national climate policies mention children,\u00a0and only <a href=\"https:\/\/www.unicef.org\/globalinsight\/media\/976\/file\/%20Global-Insight-Are-climate-policies-child-sensitive-2020.pdf.\">2 per cent<\/a> of them\u00a0refer\u00a0to children\u2019s rights.<strong>\u00a0We call on States to <\/strong>align with the\u00a0<a href=\"https:\/\/www.childrenvironment.org\/declaration-children-youth-climate-action\" target=\"_blank\" rel=\"noopener noreferrer\">Intergovernmental Declaration on Children, Youth and Climate Action<\/a>\u00a0and implement\u00a0the following\u00a0commitments:<\/p>\n<ul>\n<li>Undertake the urgent and transformative action required to limit global temperatures to\u00a01.5\u00b0C above pre-industrial levels,\u00a0in line with best available science and\u00a0as\u00a0pursued by\u00a0the Paris Agreement. This includes the rapid replacement of fossil fuels with rights-respecting renewable energy projects to reduce emissions, and an urgent shift\u00a0to a circular economy that significantly reduces waste and pollution.<\/li>\n<li>Respect, protect and fulfill the specific rights of children and young people in the implementation of the Paris Agreement at all levels, including targeted measures in countries\u2019 Nationally Determined Contributions, National Adaptation Plans and long-term low-carbon emission development strategies.<\/li>\n<li>Urgently scale up and accelerate investment in child-responsive adaptation, disaster risk reduction and mitigation measures, with particular attention to marginalized children.<\/li>\n<\/ul>\n<p class=\"\"><strong>5. End childhood exposure to pollution and toxic substances<\/strong><\/p>\n<p class=\"\">Government failure to address exposure to pollution and to toxic substances and wastes unambiguously violates a wide range of children&#8217;s rights.\u202fChildren are born \u201cpre-polluted\u201d. Due to their extremely and uniquely sensitive periods of development, they are not only victims of\u202fpoisoning\u202fthat is immediately visible, they also suffer or endure latent impacts from chronic exposure to pollution, to hazardous chemicals and to toxic wastes, causing disease, disability and child mortality later in life.\u202f\u00a0<strong>We\u00a0call\u00a0on States to:<\/strong><\/p>\n<ul>\n<li>Uphold their duty to prevent childhood exposure to pollution and toxic chemicals as part of\u202fStates\u2019\u202fobligation to protect children, and ensure that this is reflected in laws and policies based on the child&#8217;s best interests, as well as through business activities.<\/li>\n<\/ul>\n<p class=\"\"><strong>6. Ensure a just and green recovery from COVID-19, and take urgent steps to prevent future pandemics<\/strong><\/p>\n<p>Environmental degradation is one of the root causes of zoonotic diseases such as COVID-19, which has\u00a0caused more than 475, 000 deaths to date, and\u00a0inflicted untold suffering on children. States now have an unprecedented opportunity to implement transformational recovery plans that protect children\u2019s rights and the environment, while addressing the drivers of climate change, biodiversity loss, toxic pollution and zoonotic diseases.\u00a0Children\u00a0must\u00a0also have access to knowledge and skills that can support them in the future in accessing decent jobs in a green economy, including by tackling discriminatory gender norms\u00a0that prevent girls and young women from accessing STEM education and jobs.\u00a0\u00a0<strong>We call on States to:<\/strong><\/p>\n<ul>\n<li>Focus recovery plans and investment on fulfilling children\u2019s rights through \u2018building back better\u2019 to achieve a just, healthy and sustainable future, accelerating efforts to meet the UN Sustainable Development Goals and the Paris Agreement.<\/li>\n<li>Strengthen rather than weaken environmental regulations and protections, including policies to reduce greenhouse gas emissions.<\/li>\n<li>Improve access\u00a0to\u00a0transformative green skills\u00a0for\u00a0children and\u00a0young people,\u00a0ensuring such efforts reach\u00a0girls and young women,\u00a0through formal and non-formal education and training.<\/li>\n<\/ul>\n<p class=\"\"><strong>7. Strengthen monitoring and reporting on children\u2019s rights and the environment\u00a0<\/strong><\/p>\n<p class=\"\">Monitoring and\u00a0<a href=\"https:\/\/static1.squarespace.com\/static\/5dca1afe13943a33f7cc7570\/t\/5ef9bd6bf6302b5d710470f1\/1593425291598\/Guidance_On_Reporting_To_The_Committee_On_The_Rights_Of_The_Child-FINAL.pdf\" target=\"_blank\" rel=\"noopener noreferrer\">reporting<\/a>\u00a0on the impacts of environmental harm on children\u2019s rights, as well as progress made to fulfill children\u2019s rights in this context, are essential for raising awareness and underpinning more effective and targeted policies and measures.\u00a0<strong>We call on States to:<\/strong><\/p>\n<ul>\n<li>Strengthen monitoring on children\u2019s environmental rights (e.g. childhood exposure-monitoring for adverse physical and mental health impacts linked to the environment), and publish and disseminate age and gender-disaggregated information on the results.<\/li>\n<li>Incorporate the implications of environmental harm on the full enjoyment of children\u2019s rights in their periodic reports to the Committee on the Rights of the Child, their national reports under the Universal\u00a0Periodic Review, and in their reporting under environmental frameworks and the\u00a0Sustainable Development Goals.<\/li>\n<\/ul>\n<h3><strong>SIGNATORIES:<\/strong><\/h3>\n<ol>\n<li>Mikiko Otani, Member of the Committee on the Rights of the Child<\/li>\n<li>David R.
